Would a bad ignition coil cause spark plug wires to arc?

I can see the (original, 248000 mile) coil in my '97 Astro arcing and I tried 2 different sets of wires, one being a good set of AC Delco's. Both sets of wires are arcing and they never did before the coil started. Is it possible that a weak coil would cause this?
