Is the Dalai Lama really Buddha reincarnated?

I don't want to seem ignorant but I heard that buddhists believe that the Dalai Lama is the reincarnation of Buddha. I always thought that the point to enlightenment was to stop getting reincarnated because the world is a place of suffering. Can anyone clear this up for me while excusing my ignorance of religions I'm not 100% accustomed to?
