Net carbs or full carbs?

I have just started Atkins diet again and am still in the induction phase. Just wanting to check whether I count full carbs or net carbs. It says in the book to have 20 grams of carbs a day and that you are to have a minimum of 12-15 grabs of 'NET' carbs from vegetables included in this! Is it only net carbs from vegetables you count, and then the rest of what you consume (cheese, eggs etc) you count the full carbs? Thanks
